When the plug qdisc is used as a class of the qfq qdisc it could trigger a
UAF. This issue can be reproduced with following commands:

  tc qdisc add dev lo root handle 1: qfq
  tc class add dev lo parent 1: classid 1:1 qfq weight 1 maxpkt 512
  tc qdisc add dev lo parent 1:1 handle 2: plug
  tc filter add dev lo parent 1: basic classid 1:1
  ping -c1 127.0.0.1

and boom:

[ 285.438662] Disabling lock debugging due to kernel taint

Fix this by:
1. Changing sch_plug's .peek handler to qdisc_peek_dequeued(), a
function compatible with non-work-conserving qdiscs
2. Checking the return value of qdisc_dequeue_peeked() in sch_qfq.

Currently, the change function can be called by two ways. The one way is
that qdisc_change() will call it. Before calling change function,
qdisc_change() ensures tca[TCA_OPTIONS] is not empty. The other way is
that .init() will call it. The opt parameter is also checked before
calling change function in .init(). Therefore, it's no need to check the
input parameter opt in change function.

<title>net_sched: drop packets after root qdisc lock is released</title>

Qdisc performance suffers when packets are dropped at enqueue()
time because drops (kfree_skb()) are done while qdisc lock is held,
delaying a dequeue() draining the queue.

Nominal throughput can be reduced by 50 % when this happens,
at a time we would like the dequeue() to proceed as fast as possible.

Even FQ is vulnerable to this problem, while one of FQ goals was
to provide some flow isolation.

This patch adds a 'struct sk_buff **to_free' parameter to all
qdisc-&gt;enqueue(), and in qdisc_drop() helper.

I measured a performance increase of up to 12 %, but this patch
is a prereq so that future batches in enqueue() can fly.

We want to get rid of generic qdisc throttled management,
so this qdisc has to use a private flag.

After the removal of TCA_CBQ_POLICE in cbq scheduler qdisc-&gt;reshape_fail
is always NULL, i.e. qdisc_rehape_fail is now the same as qdisc_drop.

Those were all workarounds for the formerly double meaning of
tx_queue_len, which broke scheduling algorithms if untreated.

Now that all in-tree drivers have been converted away from setting
tx_queue_len = 0, it should be safe to drop these workarounds for
categorically broken setups.
