If mpls_init() fails after registering mpls_dev_notifier, it never
gets removed. Add the missing unregister_netdevice_notifier() call to
the error handling path.

Commit cc34acd577f1 ("docs: net: document new locking reality")
introduced netif_ vs dev_ function semantics: the former expects locked
netdev, the latter takes care of the locking. We don't strictly
follow this semantics on either side, but there are more dev_xxx handlers
now that don't fit. Rename them to netif_xxx where appropriate.

As syzbot reported [0], mpls_route_input_rcu() can be called
from mpls_getroute(), where is under RTNL.

net-&gt;mpls.platform_label is only updated under RTNL.

Let's use rcu_dereference_rtnl() in mpls_route_input_rcu() to
silence the splat.

Since commit 1202cdd66531 ("Remove DECnet support from kernel"),
NEIGH_DN_TABLE is no longer used.

MPLS has implicit dependency on it in nla_put_via(), but nla_get_via()
does not support DECnet.

Let's remove NEIGH_DN_TABLE.

Now, neigh_tables[] has only 2 elements and no extra iteration
for DECnet in many places.

Since introduced, mpls_init() has been ignoring the returned
value of rtnl_register_module(), which could fail silently.

Handling the error allows users to view a module as an all-or-nothing
thing in terms of the rtnetlink functionality.  This prevents syzkaller
from reporting spurious errors from its tests, where OOM often occurs
and module is automatically loaded.

Let's handle the errors by rtnl_register_many().

The initial value of err is -ENOBUFS, and err is guaranteed to be
less than 0 before all goto errout. Therefore, on the error path
of errout, there is no need to repeatedly judge that err is less than 0,
and delete redundant judgments to make the code more concise.
