As we are converting from TU to usecs, a beacon interval of
100*1024 usecs will lead to integer wrapping. To fix change
to use a u32.

In case we fail to resume, we'll WARN with
"Hardware became unavailable during restart." and we'll wait until user
space does something. It'll typically bring the interface down and up to
recover. This won't work though because the queues are still stopped on
IEEE80211_QUEUE_STOP_REASON_SUSPEND reason.
Make sure we clear that reason so that we give a chance to the recovery
to succeed.

There are a number of places where RCU list iteration is
used, but that aren't (always) called with RCU held. Use
just list_for_each_entry() in most, and annotate iface
iteration with the required locks.

As noticed by syzbot, calling ieee80211_handle_queued_frames()
(and actually handling frames there) requires softirqs to be
disabled, since we call into the RX code. Fix that in the case
of cleaning up frames left over during shutdown.

The code itself doesn't want to handle frames from the driver
if it's already stopped, but if the tasklet was queued before
and runs after the stop, then all bets are off. Flush queues
before actually stopping, RX should be off at this point since
all the interfaces are removed already, etc.

In mesh mode, ieee80211_chandef_he_6ghz_oper() is called by
mesh_matches_local() for every received mesh beacon.

On a 6 GHz mesh of a HE-only phy, this spams that the hardware does not
have EHT capabilities, even if the received mesh beacon does not have an
EHT element.

Unlike HE, not supporting EHT in the 6 GHz band is not an error so do
not print anything in this case.
