Currently tx_handlers_drop statistics are handled only for slow TX
path and only at radio level. This also requires
CONFIG_MAC80211_DEBUG_COUNTERS to be enabled to account the dropped
packets. There is no way to check these stats for fast TX,
at interface level and monitor without enabling the debug configuration.

Hence, add a new counter at the sdata level to track packets dropped
with reason as TX_DROP during transmission for fast path, slow path
and other tx management packets. Expose this via ethtool statistics,
to improve visibility into transmission failures at interface level
and aid debugging and performance monitoring.

Place the counter in ethtool with other available tx_* stats for
better readability and accurate tracking.

Sample output:

Count open monitor interfaces regardless of the monitor interface type.
The new counter virt_monitors takes over counting interfaces depending
on the virtual monitor interface while monitors is used for all active
monitor interfaces.

This fixes monitor packet mirroring when using MONITOR_FLAG_ACTIVE or
NO_VIRTUAL_MONITOR interfaces.

When running ethtool on a monitor interface, the channel
wasn't reporting properly. This adds logic to properly report
the channel for monitor interfaces in ethtool.

Drivers should really be able to rely on the wiphy mutex
being held all the time, unless otherwise documented. For
ethtool, that wasn't quite right. Fix and clarify this in
both code and documentation.

We now hold the wiphy mutex everywhere that we use or
needed the sta_mtx, so we don't need this mutex any
more. Remove it.

Most of this change was done automatically with spatch.

Start reorganizing interface related data structures toward
MLD. The most complex part here is for the keys, since we
have to split the various kinds of GTKs off to the link but
still need to use (for WEP) the other keys as a fallback
even for multicast frames.
