Verify that only one of the permitted change flags is set when changing
the link of a monitor interface. Before the WARN_ON_ONCE would accept
anything if mu_mimo_owner was set.

Also, split out the mu_mimo_owner flag and enable it for all interface
types. The option is set during association when VHT is available and it
is not expected that any configuration of the MU groups is done without
it being set.

When fips_enabled is set, don't send any keys to the driver
(including possibly WoWLAN KEK/KCK material), assuming that
no device exists with the necessary certifications. If this
turns out to be false in the future, we can add a HW flag.

Don't call ieee80211_debugfs_recreate_netdev() for virtual monitor
interface when deleting it.

The virtual monitor interface shouldn't have debugfs entries and trying
to update them will *create* them on deletion.

And when the virtual monitor interface is created/destroyed multiple
times we'll get warnings about debugfs name conflicts.

This is useful for multi-radio devices that are capable of monitoring on
multiple channels simultanenously. When this flag is set, each monitor
interface is passed to the driver individually and can have a configured
channel.
The vif mac address for non-active monitor interfaces is cleared, in order
to allow the driver to tell them apart from active ones.

In order to update the right link information, call the update
rate_control_rate_update() with the right link_sta, and then
pass that through to the driver's sta_rc_update() method. The
software rate control still doesn't support it, but that'll be
skipped by not having a rate control ref.

Since it now operates on a link sta, rename the driver method.

After the channel context emulation, there were reports that
changing the monitor channel no longer works. This is because
those drivers don't have WANT_MONITOR_VIF, so the setting the
channel always exits out quickly.

Fix this by always allocating the virtual monitor sdata, and
simply not telling the driver about it unless it wanted to.
This way, we have an interface/sdata to bind the chanctx to,
and the emulation can work correctly.

We sometimes need to check if a link is active, and this
is complicated by the fact that active_links has no bits
set when the vif isn't (acting as) an MLD. Add a small
new helper ieee80211_vif_link_active() to make that a bit
easier, and use it in a few places.
