udplite: call proper backlog handlers

In commits 93821778def10 ("udp: Fix rcv socket locking") and f7ad74fef3af ("net/ipv6/udp: UDP encapsulation: break backlog_rcv into __udpv6_queue_rcv_skb") UDP backlog handlers were renamed, but UDPlite was forgotten. This leads to crashes if UDPlite header is pulled twice, which happens starting from commit e6afc8ace6dd ("udp: remove headers from UDP packets before queueing") Bug found by syzkaller team, thanks a lot guys ! Add #define pr_fmt(fmt) as appropriate. Add "IPv4: ", "TCP: ", and "IPsec: " to appropriate files. Standardize on "UDPLite: " for appropriate uses. Some prefixes were previously "UDPLITE: " and "UDP-Lite: ". Add KBUILD_MODNAME ": " to icmp and gre. Remove embedded prefixes as appropriate. Add missing "\n" to pr_info in gre.c. Use a more current kernel messaging style. Convert a printk block to print_hex_dump. Coalesce formats, align arguments. Use %s, __func__ instead of embedding function names. Some messages that were prefixed with _close are now prefixed with _fini. Some ah4 and esp messages are now not prefixed with "ip ". The intent of this patch is to later add something like #define pr_fmt(fmt) "IPv4: " fmt. to standardize the output messages. Text size is trivially reduced. net: make the tcp and udp file_operations for the /proc stuff const

the tcp and udp code creates a set of struct file_operations at runtime while it can also be done at compile time, with the added benefit of then having these file operations be const. the trickiest part was to get the "THIS_MODULE" reference right; the naive method of declaring a struct in the place of registration would not work for this reason.
