<title>net: ethtool: netlink: Allow NULL nlattrs when getting a phy_device</title>

ethnl_req_get_phydev() is used to lookup a phy_device, in the case an
ethtool netlink command targets a specific phydev within a netdev's
topology.

It takes as a parameter a const struct nlattr *header that's used for
error handling :

       if (!phydev) {
               NL_SET_ERR_MSG_ATTR(extack, header,
                                   "no phy matching phyindex");
               return ERR_PTR(-ENODEV);
       }

In the notify path after a -&gt;set operation however, there's no request
attributes available.

The typical callsite for the above function looks like:

	phydev = ethnl_req_get_phydev(req_base, tb[ETHTOOL_A_XXX_HEADER],
				      info-&gt;extack);

So, when tb is NULL (such as in the ethnl notify path), we have a nice
crash.

It turns out that there's only the PLCA command that is in that case, as
the other phydev-specific commands don't have a notification.

This commit fixes the crash by passing the cmd index and the nlattr
array separately, allowing NULL-checking it directly inside the helper.

Move validation into set, removing .set_validate operation as its current
implementation holds the rtnl lock for acquiring the PHY device, defeating
the intended purpose of checking before grabbing the lock.

PSE and PD configuration is a PHY-specific command. Instead of targeting
the command towards dev-&gt;phydev, use the request to pick the targeted
PHY device.

As we don't get the PHY directly from the netdev's attached phydev, also
adjust the error messages.

Fix a possible null dereference when a PSE supports both c33 and PoDL, but
only one of the netlink attributes is specified. The c33 or PoDL PSE
capabilities are already validated in the ethnl_set_pse_validate() call.

For a PSE supporting both c33 and PoDL, setting config for one type of PoE
leaves the other type's config null. Currently, this case returns
EOPNOTSUPP, which is incorrect. Instead, we should do nothing if the
configuration is empty.

This patch expands the status information provided by ethtool for PSE c33
with available power limit and available power limit ranges. It also adds
a call to pse_ethtool_set_pw_limit() to configure the PSE control power
limit.

In commit 18ff0bcda6d1 ("ethtool: add interface to interact with Ethernet
Power Equipment"), the 'pse_control_config' structure was introduced,
housing a single member labeled 'admin_cotrol' responsible for maintaining
the operational state of the PoDL PSE functions.

A noticeable typographical error exists in the naming of this field
('cotrol' should be corrected to 'control'), which this commit aims to
rectify.

Furthermore, with upcoming extensions of this structure to encompass PoE
functionalities, the field is being renamed to 'podl_admin_state' to
distinctly indicate that this state is tailored specifically for PoDL."
