net: move misc netdev_lock flavors to a separate header

Move the more esoteric helpers for netdev instance lock to a dedicated header. This avoids growing netdevice.h to infinity and makes rebuilding the kernel much faster (after touching the header with the helpers). The main netdev_lock() / netdev_unlock() functions are used in static inlines in netdevice.h and will probably be used most commonly, so keep them in netdevice.h. Protect all ethtool callbacks and PHY related state with the netdev instance lock, for drivers which want / need to have their ops instance-locked. Basically take the lock everywhere we take rtnl_lock. It was tempting to take the lock in ethnl_ops_begin(), but turns out we actually nest those calls (when generating notifications). ethtool: netlink: always pass genl_info to .prepare_data

We had a number of bugs in the past because developers forgot to fully test dumps, which pass NULL as info to .prepare_data. .prepare_data implementations would try to access info->extack leading to a null-deref. Now that dumps and notifications can access struct genl_info we can pass it in, and remove the info null checks. It seems I missed that most ethnl_parse_header_dev_get() callers declare an on-stack struct ethnl_req_info, and that they simply call dev_put(req_info.dev) when about to return. Add ethnl_parse_header_dev_put() helper to properly untrack reference taken by ethnl_parse_header_dev_get(). The 'dest' bitmap is fully initialized by the 'for' loop, so there is no need to explicitly reset it. This also makes this function in line with 'ethnl_features_to_bitmap32()' which does not clear the destination before writing it. ethtool: netlink: add missing netdev_features_change() call

After updating userspace Ethtool from 5.7 to 5.9, I noticed that NETDEV_FEAT_CHANGE is no more raised when changing netdev features through Ethtool. That's because the old Ethtool ioctl interface always calls netdev_features_change() at the end of user request processing to inform the kernel that our netdevice has some features changed, but the new Netlink interface does not. Instead, it just notifies itself with ETHTOOL_MSG_FEATURES_NTF. Replace this ethtool_notify() call with netdev_features_change(), so the kernel will be aware of any features changes, just like in case with the ioctl interface. This does not omit Ethtool notifications, as Ethtool itself listens to NETDEV_FEAT_CHANGE and drops ETHTOOL_MSG_FEATURES_NTF on it (net/ethtool/netlink.c:ethnl_netdev_event()). Since ethtool uses strict attribute validation there's no need to initialize all attributes in policy tables. 0 is NLA_UNSPEC which is going to be rejected. Remove the NLA_REJECTs.
