While testing other changes in vng I noticed that
nl_netdev.page_pool_check flakes. This never happens in real CI.

Turns out vng may boot and get to that test in less than a second.
page_pool_detached() records the detach time in seconds, so if
vng is fast enough detach time is set to 0. Other code treats
0 as "not detached". detach_time is only used to report the state
to the user, so it's not a huge deal in practice but let's fix it.
Store the raw ktime_t (nanoseconds) instead. A nanosecond value
of 0 is practically impossible.

In commit 6597e8d35851 ("netdev-genl: Elide napi_id when not present"),
napi_id_valid function was added. Use the helper to refactor open-coded
checks in the source.

page_pool_check_memory_provider() is a generic path and shouldn't assume
anything about the actual type of the memory provider argument. It's
fine while devmem is the only provider, but cast away the devmem
specific binding types to avoid confusion.

Page ppol tried to cache the NAPI ID in page pool info to avoid
having a dependency on the life cycle of the NAPI instance.
Since commit under Fixes the NAPI ID is not populated until
napi_enable() and there's a good chance that page pool is
created before NAPI gets enabled.

Protect the NAPI pointer with the existing page pool mutex,
the reading path already holds it. napi_id itself we need
to READ_ONCE(), it's protected by netdev_lock() which are
not holding in page pool.

Before this patch napi IDs were missing for mlx5:

# ./cli.py --spec netlink/specs/netdev.yaml --dump page-pool-get

Implement a memory provider that allocates dmabuf devmem in the form of
net_iov.

The provider receives a reference to the struct netdev_dmabuf_binding
via the pool->mp_priv pointer. The driver needs to set this pointer for
the provider in the net_iov.

The provider obtains a reference on the netdev_dmabuf_binding which
guarantees the binding and the underlying mapping remains alive until
the provider is destroyed.

Usage of PP_FLAG_DMA_MAP is required for this memory provide such that
the page_pool can provide the driver with the dma-addrs of the devmem.

Support for PP_FLAG_DMA_SYNC_DEV is omitted for simplicity & p.order !=
0.

Previous change added -EMSGSIZE handling to af_netlink, we don't
have to hide these errors any longer.

Theoretically the error handling changes from:
if (err == -EMSGSIZE)
to
if (err == -EMSGSIZE && skb->len)

everywhere, but in practice it doesn't matter.
All messages fit into NLMSG_GOODSIZE, so overflow of an empty
skb cannot happen.

If message fills up we need to stop writing. 'break' will
only get us out of the iteration over pools of a single
netdev, we need to also stop walking netdevs.

This results in either infinite dump, or missing pools,
depending on whether message full happens on the last
netdev (infinite dump) or non-last (missing pools).
