Bluetooth: Add CONFIG_BT_LE_L2CAP_ECRED

This adds CONFIG_BT_LE_L2CAP_ECRED which can be used to enable L2CAP Enhanced Credit Flow Control Mode by default, previously it was only possible to set it via module parameter (e.g. bluetooth.enable_ecred=1). Deterministic algorithm: For each file: If not .svg: For each line: If doesn't contain `\bxmlns\b`: For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`: If neither `\bgnu\.org/license`, nor `\bmozilla\.org/MPL\b`: If both the HTTP and HTTPS versions return 200 OK and serve the same content: Replace HTTP with HTTPS. Micrsoft defined a set for HCI vendor extensions. Check the following link for details: https://docs.microsoft.com/en-us/windows-hardware/drivers/bluetooth/microsoft-defined-bluetooth-hci-commands-and-events This provides the basic framework to enable the extension and read its supported features.
