As suggested by John, clean up sockmap related Kconfigs:

Reduce the scope of CONFIG_BPF_STREAM_PARSER down to TCP stream
parser, to reflect its name.

Make the rest sockmap code simply depend on CONFIG_BPF_SYSCALL
and CONFIG_INET, the latter is still needed at this point because
of TCP/UDP proto update. And leave CONFIG_NET_SOCK_MSG untouched,
as it is used by non-sockmap cases.

<title>Remove DECnet support from kernel</title>

DECnet is an obsolete network protocol that receives more attention
from kernel janitors than users. It belongs in computer protocol
history museum not in Linux kernel.

It has been "Orphaned" in kernel since 2010. The iproute2 support
for DECnet was dropped in 5.0 release. The documentation link on
Sourceforge says it is abandoned there as well.

Leave the UAPI alone to keep userspace programs compiling.
This means that there is still an empty neighbour table
for AF_DECNET.

The table of /proc/sys/net entries was updated to match
current directories and reformatted to be alphabetical.

Convert drop monitor to use the recently introduced
'devlink_trap_report' tracepoint instead of having devlink call into
drop monitor.

This is both consistent with software originated drops ('kfree_skb'
tracepoint) and also allows drop monitor to be built as a module and
still report hardware originated drops.

Now that we have introduced ethtool_phy_ops and the PHY library
dynamically registers its operations with that function pointer, we can
remove the direct PHYLIB dependency in favor of using dynamic
operations.

Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.

This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.

There are a variety of indentation styles found.

  a) 4 spaces + '---help---'
  b) 7 spaces + '---help---'
  c) 8 spaces + '---help---'
  d) 1 space + 1 tab + '---help---'
  e) 1 tab + '---help---'    (correct indentation)
  f) 1 tab + 1 space + '---help---'
  g) 1 tab + 2 spaces + '---help---'

In order to convert all of them to 1 tab + 'help', I ran the
following commend:

  $ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'

Add new ethtool netlink calls to trigger the starting of a PHY cable
test.

Add Kconfig'ury to ETHTOOL_NETLINK so that PHYLIB is not a module when
ETHTOOL_NETLINK is builtin, which would result in kernel linking errors.

To avoid a direct dependency with tc actions from netfilter, wrap the
redirect bits around CONFIG_NET_REDIRECT and move helpers to
include/linux/skbuff.h. Turn on this toggle from the ifb driver, the
only existing client of these bits in the tree.

This patch adds skb_set_redirected() that sets on the redirected bit
on the skbuff, it specifies if the packet was redirect from ingress
and resets the timestamp (timestamp reset was originally missing in the
netfilter bugfix).

The description says 'If unsure, say N.' but
the module is built as M by default (once
the dependencies are satisfied).

When the module is selected (Y or M), it enables
NETFILTER_FAMILY_BRIDGE and SKB_EXTENSIONS
which alter kernel internal structures.

We (Android Studio Emulator) currently do not
use this module and think this it is more consistent
to have it disabled by default as opposite to
disabling it explicitly to prevent enabling
NETFILTER_FAMILY_BRIDGE and SKB_EXTENSIONS.
