Add SPDX license identifiers to all files which:

 - Have no license information of any form

 - Have MODULE_LICENCE("GPL*") inside which was used in the initial
   scan/conversion to ignore the file

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

<title>ARM: 8187/1: add CONFIG_HAVE_ARCH_BITREVERSE to support rbit instruction</title>

this change add CONFIG_HAVE_ARCH_BITREVERSE config option,
so that we can use some architecture's bitrev hardware instruction
to do bitrev operation.

Introduce __constant_bitrev* macro for constant bitrev operation.

Change __bitrev16() __bitrev32() to be inline function,
don't need export symbol for these tiny functions.

This patch provides two bit reverse functions and bit reverse table.

- reverse the order of bits in a u32 value

	u8 bitrev8(u8 x);

- reverse the order of bits in a u32 value

	u32 bitrev32(u32 x);

- byte reverse table

	const u8 byte_rev_table[256];
