Provide VGA_FB_ constants for the VGA framebuffer I/O range and convert
fbdev code. In the case of vga16fb, this is a rename of the existing
constants VGA_FB_PHYS and VGA_FB_PHYS_LEN.

For now, it just contains the hack for cirrusfb on Amiga, which is moved
out of &lt;video/vga.h&gt; with some slight modifications (use raw_*() instead of
z_*(), which are defined on all m68k platforms).

This makes it safe to include &lt;video/vga.h&gt; in all contexts. Before it
could fail to compile with

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
