Add definitions and documentation for the custom control that will
be needed by the Mali-C55 ISP driver. This will be a read only
bitmask of the driver's capabilities, informing userspace of which
blocks are fitted and which are absent.

The colorimetry controls class is defined after the stateless codec
class at the top of the controls header. It is currently defined in
the middle of stateless codec controls.

Move the colorimetry controls after the stateless codec controls,
at the end of the file.

Add a RKISP1_CID_SUPPORTED_PARAMS_BLOCKS V4L2 control to be able to
query the parameters blocks supported by the current kernel on the
current hardware from user space.

Implement support for ROI as described in UVC 1.5:
4.2.2.1.20 Digital Region of Interest (ROI) Control

ROI control is implemented using V4L2 control API as
two UVC-specific controls:
V4L2_CID_UVC_REGION_OF_INTEREST_RECT and
V4L2_CID_UVC_REGION_OF_INTEREST_AUTO.

Add a control V4L2_CID_MPEG_VIDEO_AVERAGE_QP to report the average QP
value of the current encoded frame. The value applies to the last
dequeued capture buffer.

The THP7312 is an external ISP from THine. As such, it implements a
large number of parameters to control all aspects of the image
processing. Many of those controls are already standard in V4L2, but
some are fairly device-specific.

Reserve a range of 32 controls for the device. The driver will implement
4 device-specific controls to start with, define and document them. 28
additional device-specific controls should be enough for future
development.

This patch adds the  AOMedia Video 1 (AV1) kernel uAPI.

This design is based on currently available AV1 API implementations and
aims to support the development of AV1 stateless video codecs
on Linux.
