Callout devices are long-gone, but the ASYNC_SPLIT_TERMIOS flag was never added to the deprecation mask. Add it so that a warning is printed if it is ever used. tty: actually undefine superseded ASYNC flags

Some kernel-internal ASYNC flags have been superseded by tty-port flags and should no longer be used by kernel drivers. Fix the misspelled "__KERNEL__" compile guards which failed their sole purpose to break out-of-tree drivers that have not yet been updated. License cleanup: add SPDX license identifier to uapi header files with no license

Many user space API headers are missing licensing information, which makes it hard for compliance tools to determine the correct license. By default are files without license information under the default license of the kernel, which is GPLV2. Marking them GPLV2 would exclude them from being included in non GPLV2 code, which is obviously not intended. The user space API headers fall under the syscall exception which is in the kernels COPYING file: NOTE! This copyright does *not* cover user programs that use kernel services by normal system calls - this is merely considered normal use of the kernel, and does *not* fall under the heading of "derived work". otherwise syscall usage would not be possible. Update the files which contain no license information with an SPDX license identifier. The chosen identifier is 'GPL-2.0 WITH Linux-syscall-note' which is the officially assigned identifier for the Linux syscall exception. SPDX license identifiers are a legally binding shorthand, which can be used instead of the full boiler plate text. Prepare for relocating kernel private state bits out of tty_port::flags field; tty_port::flags field is not atomic and can become corrupted by concurrent updates. It also suffers from the complication of sharing in a userspace-visible field which must be masked. Define new tty_port::iflags field and new, substitute bit definitions for the former ASYNC_* flags. tty: warn on deprecated serial flags

When somebody calls TIOCSSERIAL ioctl with serial flags to set one of * ASYNC_SESSION_LOCKOUT * ASYNC_PGRP_LOCKOUT * ASYNC_CALLOUT_NOHUP * ASYNC_AUTOPROBE nothing happens. We actually ignore the flags for over a decade at least (I checked 2.6.0). So start yelling at users who use those flags, that they shouldn't.
