However, what rhashtable wants is netns from asoc base.sk, and for an asoc, its netns won't change once set. So we can simply fix it by caching netns since created. sctp: make ecn flag per netns and endpoint

This patch is to add ecn flag for both netns_sctp and sctp_endpoint, net->sctp.ecn_enable is set 1 by default, and ep->ecn_enable will be initialized with net->sctp.ecn_enable. asoc->peer.ecn_capable will be set during negotiation only when ep->ecn_enable is set on both sides. This also makes sctp_stream_alloc_(out|in) saner, in that they no longer allocate new flex_arrays/genradixes, they just preallocate more elements. This code does however have a suspicious lack of locking. Check with SCTP_ALL_ASSOC instead in sctp_setsockopt_scheduler and check with SCTP_FUTURE_ASSOC instead in sctp_getsockopt_scheduler, it's compatible with 0.
