Similarly to RTNL_FLAG_DOIT_UNLOCKED, this new flag
allows dump operations registered via rtnl_register()
or rtnl_register_module() to opt-out from RTNL protection.

A tunnel changelink() operates on at most two netns, dev_net(dev) and
the tunnel link netns t-&gt;net. They differ once the device is created in
or moved to a netns other than the one the request runs in. The rtnl
changelink path checks CAP_NET_ADMIN only against dev_net(dev), so a
caller privileged there but not in t-&gt;net can rewrite a tunnel that
lives in t-&gt;net.

Add rtnl_dev_link_net_capable() next to rtnl_get_net_ns_capable() in
net/core/rtnetlink.c. It requires CAP_NET_ADMIN in the link netns and is
skipped when the link netns is dev_net(dev), where the rtnl path already
checked it. The other patches in this series use the same helper.

Gate ipgre_changelink() and erspan_changelink() with it, at the top of
the op before any attribute is parsed, because the parsers update live
tunnel fields first. ipgre_netlink_parms() sets t-&gt;collect_md before
ip_tunnel_changelink() runs.

Commit 8b484efd5cb4 ("ip6: vti: Use ip6_tnl.net in
vti6_siocdevprivate().") added the same check on the ioctl path. This
adds it on RTM_NEWLINK.

Add a new rtnl flag (RTNL_FLAG_BULK_DEL_SUPPORTED) which is used to
verify that the delete operation allows bulk object deletion. Also emit
a warning if anyone tries to set it for non-delete kind.

Before commit addf9b90de22 ("net: rtnetlink: use rcu to free rtnl message
handlers"), once rtnl_msg_handlers[protocol] was allocated, the following
rtnl_register_module() for the same protocol never failed.

However, after the commit, rtnl_msg_handler[protocol][msgtype] needs to
be allocated in each rtnl_register_module(), so each call could fail.

Many callers of rtnl_register_module() do not handle the returned error,
and we need to add many error handlings.

To handle that easily, let's add wrapper functions for bulk registration
of rtnetlink message handlers.

veth and vxcan need to make sure the ifindexes of the peer
are not negative, core does not validate this.

Using iproute2 with user-space-level checking removed:

Pass extack arg to validate_linkmsg and validate_link_af callbacks.

In order to make rtnetlink ops that can create different
kinds of devices, like what we want to add to the WWAN
framework, the priv_size and setup parameters aren't quite
sufficient. Make this easier to manage by allowing ops to
allocate their own netdev via an @alloc method that gets
the tb netlink data.
