wifi: cfg80211: save power spectral density(psd) of regulatory rule

6 GHz regulatory domains introduces Power Spectral Density (PSD). The PSD value of the regulatory rule should be taken into effect for the ieee80211_channels falling into that particular regulatory rule. Save the values in the channel which has PSD value and add nl80211 attributes accordingly to handle it. wifi: cfg80211: fix regulatory disconnect with OCB/NAN

Since regulatory disconnect was added, OCB and NAN interface types were added, which made it completely unusable for any driver that allowed OCB/NAN. Add OCB/NAN (though NAN doesn't do anything, we don't have any info) and also remove all the logic that opts out, so it won't be broken again if/when new interface types are added. cfg80211: make wmm_rule part of the reg_rule structure

Make wmm_rule be part of the reg_rule structure. This simplifies the code a lot at the cost of having bigger memory usage. However in most cases we have only few reg_rule's and when we do have many like in iwlwifi we do not save memory as it allocates a separate wmm_rule for each channel anyway. This also fixes a bug reported in various places where somewhere the pointers were corrupted and we ended up doing a null-dereference. ETSI EN 301 893 v2.1.1 (2017-05) standard defines a new channel access mechanism that all devices (WLAN and LAA) need to comply with. The regulatory database can now be loaded into the kernel and also has the option to load optional data. In order to be able to comply with ETSI standard, we add wmm_rule into regulatory rule and add the option to read its value from the regulatory database.
