Since the function is inline, every user will get a copy of the used uvc_fmts array and the function. This patch moves the code to an own compile unit and add this dependency as UVC_COMMON to both users. The reset for both host and peri are located in USB3DRD block. The USB3DRD registers are mapped in the AXI address space of the Peripheral module. Add USB3DRD driver to handle reset for both host and peri modules.
