tty: move N_TTY_BUF_SIZE to n_tty

"N_TTY_BUF_SIZE" is private to n_tty and shall not be exposed to the world. Definitely not in tty.h somewhere in the middle of "struct tty_struct". This is a remnant of moving "read_flags" to "struct n_tty_data" in commit 3fe780b379fa ("TTY: move ldisc data from tty_struct: bitmaps"). But some cleanup was needed first (in previous patches). tty: convert "TTY Struct Flags" to an enum

Convert TTY_* macros (flags) to an enum. This allows for easier kernel-doc (the comment needed fine tuning), grouping of these nicely, and proper checking. Note that these are bit positions. So they are used such as test_bit(TTY_THROTTLED, ...). Given these are not the user API (only in-kernel API/ABI), the bit positions are NOT preserved in this patch. All are renumbered naturally using the enum-auto-numbering. alpha: drop pre-EV56 support

All EV4 machines are already gone, and the remaining EV5 based machines all support the slightly more modern EV56 generation as well. Debian only supports EV56 and later. Drop both of these and build kernels optimized for EV56 and higher when the "generic" options is selected, tuning for an out-of-order EV6 pipeline, same as Debian userspace. Since this was the only supported architecture without 8-bit and 16-bit stores, common kernel code no longer has to worry about aligning struct members, and existing workarounds from the block and tty layers can be removed. tty: add new helper function tty_get_tiocm

There is no in-kernel function to get the status register of a tty device like the TIOCMGET ioctl returns to userspace. Create a new function, tty_get_tiocm(), to obtain the status register that other portions of the kernel can call if they need this information, and move the existing internal tty_tiocmget() function to use this interface. tty: make tty const in tty_get_baud_rate()

After commit 87888fb9ac0c ("tty: Remove baudrate dead code & make ktermios params const"), the 'tty' parameter is only read in tty_get_baud_rate(). Therefore, we can make 'tty' accepted in the function 'const' for clarity. The "the terminal bit flags may be updated." part of the tty_get_baud_rate()'s kernel-doc is dropped as it is no longer true. Because of the same commit above. And it was misplaced anyway.
