Pre-parse the module support on insert rather than when the upstream
requests the data. This will allow more flexible and extensible
parsing.

Knowing the bus name is helpful when we want to expose the link topology
to userspace, add a helper to return the SFP bus name.

This call will always be made while holding the RTNL which ensures
that the SFP driver won't unbind from the device. The returned pointer
to the bus name will only be used while RTNL is held.

SFF-8024 is used to define various constants re-used in several SFF
SFP-related specifications.

Add SFF-8024 extended compliance code definitions for CMIS compliant
modules and use them in the next patch to determine the firmware flashing
work.
