Some transports like Glink support the state notifications between clients using flow control signals similar to serial protocol signals. Local glink client drivers can send and receive flow control status to glink clients running on remote processors. Add APIs to support sending and receiving of flow control status by rpmsg clients. driver_set_override() helper uses device_lock() so it should not be called before rpmsg_register_device() (which calls device_register()). rpmsg: Fix kfree() of static memory on setting driver_override

The driver_override field from platform driver should not be initialized from static memory (string literal) because the core later kfree() it, for example when driver_override is set via sysfs. Use dedicated helper to set driver_override properly.
