regulator: core: remove machine init callback from config

The machine specific regulator_init() appears to be unused. It does not allow a lot of interaction with the regulator framework, since nothing from the framework is passed along (desc, config, etc ...) Machine specific init may also be done with the added init_cb() in the regulator description, so remove regulator_init(). regulator: core: Introduce API for regulators coupling customization

Right now regulator core supports only one type of regulators coupling, the "voltage max-spread" which keeps voltages of coupled regulators in a given range from each other. A more sophisticated coupling may be required in practice, one example is the NVIDIA Tegra SoCs which besides the max-spreading have other restrictions that must be adhered.
