Adaptive input current allows charger to reduce it's current
consumption, when source is not able to provide enough power.

Add driver for Maxim 77705 switch-mode charger.

Report VOLTAGE_MAX_DESIGN for the bq27x00 and bq27x10 fuel gauges. Per the
datasheet, this value is stored in the Charge Termination Voltage Settings
(QV0 and QV1) of the Pack Configuration register.

Tested on the Nokia N900 with bq27200.

The bq27x00 gauges have an EEPROM register which contains the value of
the voltage that should be considered to be zero battery capacity. Expose
this to userspace using the VOLTAGE_MIN_DESIGN property.

Tested on Nokia N900 with bq27200.

Most of the functions that read values return a status and put the value
itself in an a function parameter. Update health reading to match.

As health is not checked for changes as part of the update loop, remove
the read of this from the periodic update loop. This saves I2C/1W
bandwidth. It also means we do not have to cache it, fresh values are
read when requested.
