The "phy-mode" property of devicetree indicates whether the PCB has
delay now, which means the mac needs to modify the PHY mode based
on whether there is an internal delay in the mac.

This modification is similar for many ethernet drivers. To simplify
code, define the helper phy_fix_phy_mode_for_mac_delays(speed, mac_txid,
mac_rxid) to fix PHY mode based on whether mac adds internal delay.

Add a helper for copying PHY interface bitmasks. This will be used by
the SFP bus code, which will then be moved to phylink in the subsequent

Introduce phy_id_compare_vendor() PHY ID helper to compare a PHY ID with
the PHY ID Vendor using the generic PHY ID Vendor mask.

While at it also rework the PHY_ID_MATCH macro and move the mask to
dedicated define so that PHY driver can make use of the mask if needed.
