VFIO: Add the SPR_DSA and SPR_IAX devices to the denylist

commit 95feb3160eef0caa6018e175a5560b816aee8e79 upstream. Due to an erratum with the SPR_DSA and SPR_IAX devices, it is not secure to assign these devices to virtual machines. Add the PCI IDs of these devices to the VFIO denylist to ensure that this is handled appropriately by the VFIO subsystem. The SPR_DSA and SPR_IAX devices are on-SOC devices for the Sapphire Rapids (and related) family of products that perform data movement and compression. A similar issue was identified and patched by 51ba09452d11 ("PCI: Delay after FLR of Intel DC P3700 NVMe") and the same fix can be applied for this case. The AMD VanGogh SoC contains a DesignWare USB3 Dual-Role Device that can be operated as either a USB Host or a USB Device, similar to on the AMD Nolan platform. be6646bfbaec ("PCI: Prevent xHCI driver from claiming AMD Nolan USB3 DRD device") added a quirk to let the dwc3 driver claim the Nolan device since it provides more specific support. Extend that quirk to include the VanGogh SoC USB3 device. x86/amd_nb: Add PCI ID for family 19h model 78h

Commit 310e782a99c7 ("platform/x86/amd: pmc: Utilize SMN index 0 for driver probe") switched to using amd_smn_read() which relies upon the misc PCI ID used by DF function 3 being included in a table. The ID for model 78h is missing in that table, so amd_smn_read() doesn't work. Add the missing ID into amd_nb, restoring s2idle on this system.
