This series introduces new packet merge type, therefore rename lro
functions to packet merge to support the new merge type:
- Generalize + rename mlx5e_build_tir_ctx_lro to
  mlx5e_build_tir_ctx_packet_merge.
- Rename mlx5e_modify_tirs_lro to mlx5e_modify_tirs_packet_merge.
- Rename lro bit in mlx5_ifc_modify_tir_bitmask_bits to packet_merge.
- Rename lro_en in mlx5e_params to packet_merge_type type and combine
  packet_merge params into one struct mlx5e_packet_merge_param.

TIR stands for transport interface receive, the TIR object is
responsible for performing all transport related operations on
the receive side like packet processing, demultiplexing the packets
to different RQ's, etc.
lro_timeout is a field in the TIR that is used to set the timeout for lro
session, this series introduces new packet merge type, therefore rename
lro_timeout to packet_merge_timeout for all packet merge types.

E-Switch encap mode is relevant only when in switchdev mode.
The RDMA driver can query the encap configuration via
mlx5_eswitch_get_encap_mode(). Make sure it returns the currently
used mode and not the set one.

This reverts the cited commit which reset the encap mode
on entering switchdev and fixes the original issue properly.

Both multipath and bonding events are changing the HW LAG state
independently.
Handling one of the features events while the other is already
enabled can cause unwanted behavior, for example handling
bonding event while multipath enabled will disable the lag and
cause multipath to stop working.

Fix it by ignoring bonding event while in multipath and ignoring FIB
events while in bonding mode.

Due to current HW arch limitations, RX-FCS (scattering FCS frame field
to software) and RX-port-timestamp (improved timestamp accuracy on the
receive side) can't work together.
RX-port-timestamp is not controlled by the user and it is enabled by
default when supported by the HW/FW.
This patch sets RX-port-timestamp opposite to RX-FCS configuration.

Extend eswitch API with rate limiting groups:

- Define new struct mlx5_esw_rate_group that is used to hold all
  internal group data.

- Implement functions that allow creation, destruction and cleanup of
  groups.

- Assign all vports to internal unlimited zero group by default.

This commit lays the groundwork for group rate limiting by implementing
devlink_ops-&gt;rate_node_{new|del}() callbacks to support creating and
deleting groups through devlink rate node objects. APIs that allows
setting rates and adding/removing members are implemented in following
patches.
