Before this patch during either switchdev or legacy mode enablement we
cleared the mac address of vports between changes. This change allows us
to preserve the vports mac address between eswitch mode changes.

Vports hold information for VFs/SFs such as the permanent mac address.
VF/SF mac can be set either by iproute vf interface or devlink function
interface. For no obvious reason we reset it to 0 on switchdev/legacy
mode changes, this patch is fixing that, to align with other vport
information that are never reset, e.g GUID,mtu,promisc mode, etc ..

vhca id is already cached in the vport structure no need to query on
every mlx5 layer, use the mlx5_vport_get_vhca_id, where possible.

The sd_group field moved in the HW spec from the MPIR register
to the vport context.
Align the query accordingly.

These functions are for query/set by vport, there was an underlying
assumption that vport was equal to function ID. That's not the case for
EC VF functions. Set the ec_vf_function bit accordingly.

Downstream patch requires to get other function GENERAL2 caps while
mlx5_vport_get_other_func_cap() gets only one type of caps (general).
Rename it to represent this and introduce a generic implementation
of mlx5_vport_get_other_func_cap().

Total vports are already stored during eswitch initialization. Instead
of calculating everytime, read directly from eswitch.

Additionally, host PF's SF vport information is available using
QUERY_HCA_CAP command. It is not available through HCA_CAP of the
eswitch manager PF.
Hence, this patch prepares the return total eswitch vport count from the
existing eswitch struct.

This further helps to keep eswitch port counting macros and logic within
eswitch.

Instead MLX5_TOTAL_VPORTS, use mlx5_eswitch_get_total_vports().
mlx5_eswitch_get_total_vports() in subsequent patch accounts for SF
vports as well.
Expanding MLX5_TOTAL_VPORTS macro would require exposing SF internals to
more generic vport.h header file. Such exposure is not desired.
Hence a mlx5_eswitch_get_total_vports() is introduced.

Given that mlx5_eswitch_get_total_vports() API wants to work on const
mlx5_core_dev*, change its helper functions also to accept const *dev.

When ECPF is the eswitch manager, host PF is treated like other VFs.
Driver should do the same for inline mode and vlan pop.

Add new iterators to include host PF if ECPF is the eswitch manager.
