For common cases (HZ=100, 250 or 1000), these helpers are at most one
multiply, so there is no point calling a tiny function.

Keep them out of line for HZ=300 and others.

This saves cycles in TCP fast path, among other things.

Move proc_doulongvec_ms_jiffies_minmax to kernel/time/jiffies.c. Create
a non static wrapper function proc_doulongvec_minmax_conv that
forwards the custom convmul and convdiv argument values to the internal
do_proc_doulongvec_minmax. Remove unused linux/times.h include from
kernel/sysctl.c.

Move integer jiffies converters (proc_dointvec{_,_ms_,_userhz_}jiffies
and proc_dointvec_ms_jiffies_minmax) to kernel/time/jiffies.c. Error
stubs for when CONFIG_PRCO_SYSCTL is not defined are not reproduced
because all the jiffies converters go through proc_dointvec_conv which
is already stubbed. This is part of the greater effort to move sysctl
logic out of kernel/sysctl.c thereby reducing merge conflicts in
kernel/sysctl.c.

register_refined_jiffies() is only used in setup code and always returns 0.
Mark it as __init to save some bytes and change it to void.

<title>jiffies: Cast to unsigned long in secs_to_jiffies() conversion</title>

While converting users of msecs_to_jiffies(), lkp reported that some range
checks would always be true because of the mismatch between the implied int
value of secs_to_jiffies() vs the unsigned long return value of the
msecs_to_jiffies() calls it was replacing.

Fix this by casting the secs_to_jiffies() input value to unsigned long.

<title>jiffies: Define secs_to_jiffies()</title>

secs_to_jiffies() is defined in hci_event.c and cannot be reused by
other call sites. Hoist it into the core code to allow conversion of the
~1150 usages of msecs_to_jiffies() that either:

 - use a multiplier value of 1000 or equivalently MSEC_PER_SEC, or
 - have timeouts that are denominated in seconds (i.e. end in 000)

It's implemented as a macro to allow usage in static initializers.

This will also allow conversion of yet more sites that use (sec * HZ)
directly, and improve their readability.

<title>time: Fix references to _msecs_to_jiffies() handling of values</title>

The details about the handling of the "normal" values were moved
to the _msecs_to_jiffies() helpers in commit ca42aaf0c861 ("time:
Refactor msecs_to_jiffies"). However, the same commit still mentioned
__msecs_to_jiffies() in the added documentation.

Thus point to _msecs_to_jiffies() instead.
