b3c869d35b9b ("jiffies: Remove compile time assumptions about

While converting users of msecs_to_jiffies(), lkp reported that some range
checks would always be true because of the mismatch between the implied int
value of secs_to_jiffies() vs the unsigned long return value of the
msecs_to_jiffies() calls it was replacing.

Fix this by casting the secs_to_jiffies() input value to unsigned long.

secs_to_jiffies() is defined in hci_event.c and cannot be reused by
other call sites. Hoist it into the core code to allow conversion of the
~1150 usages of msecs_to_jiffies() that either:

 - use a multiplier value of 1000 or equivalently MSEC_PER_SEC, or
 - have timeouts that are denominated in seconds (i.e. end in 000)

It's implemented as a macro to allow usage in static initializers.

This will also allow conversion of yet more sites that use (sec * HZ)
directly, and improve their readability.

The details about the handling of the "normal" values were moved
to the _msecs_to_jiffies() helpers in commit ca42aaf0c861 ("time:
Refactor msecs_to_jiffies"). However, the same commit still mentioned
__msecs_to_jiffies() in the added documentation.

Thus point to _msecs_to_jiffies() instead.

kernel.h is being used as a dump for all kinds of stuff for a long time.
Here is the attempt to start cleaning it up by splitting out min()/max()
et al.  helpers.

At the same time convert users in header and lib folder to use new header.
Though for time being include new header back to kernel.h to avoid
twisted indirected includes for other existing users.

The vDSO library should only include the necessary headers required for
a userspace library (UAPI and a minimal set of kernel headers). To make
this possible it is necessary to isolate from the kernel headers the
common parts that are strictly necessary to build the library.

Split jiffies.h into linux and common headers to make the latter suitable
for inclusion in the vDSO library.
