[ Upstream commit 92b043fd995a63a57aae29ff85a39b6f30cd440c ] The details about the handling of the "normal" values were moved to the _msecs_to_jiffies() helpers in commit ca42aaf0c861 ("time: Refactor msecs_to_jiffies"). However, the same commit still mentioned __msecs_to_jiffies() in the added documentation. Thus point to _msecs_to_jiffies() instead. kernel.h: split out min()/max() et al. helpers

kernel.h is being used as a dump for all kinds of stuff for a long time. Here is the attempt to start cleaning it up by splitting out min()/max() et al. helpers. At the same time convert users in header and lib folder to use new header. Though for time being include new header back to kernel.h to avoid twisted indirected includes for other existing users. linux/jiffies.h: Extract common header for vDSO

The vDSO library should only include the necessary headers required for a userspace library (UAPI and a minimal set of kernel headers). To make this possible it is necessary to isolate from the kernel headers the common parts that are strictly necessary to build the library. Split jiffies.h into linux and common headers to make the latter suitable for inclusion in the vDSO library.
