Pull timer core updates from Thomas Gleixner:

 - Inline timecounter_cyc2time() as that is now used in the networking
   hotpath. Inlining it significantly improves performance.

 - Optimize the tick dependency check in case that the tracepoint is
   disabled, which improves the hotpath performance in the tick
   management code, which is a hotpath on transitions in and out of
   idle.

 - The usual cleanups and improvements

Since ktime_t has become an alias to s64, these helpers are unnecessary.

Migrate the few remaining users to the regular helpers and remove the
now dead code.

The get_time() callbacks always need to match the bases clockid.
Instead of maintaining that association twice in hrtimer_bases,
use a helper.

Various other helpers contain open-coded implementations of
hrtimer_cb_get_time(). This prevents refactoring the implementation.

Reuse the existing helper.

For this to work, move hrtimer_cb_get_time() a bit up in the file and also
make its argument 'const'.

The "function" field of struct hrtimer has been changed to private, but
two instances have not been converted to use ACCESS_PRIVATE().

Convert them to use ACCESS_PRIVATE().

Pull timer cleanups from Thomas Gleixner:
 "A treewide hrtimer timer cleanup

  hrtimers are initialized with hrtimer_init() and a subsequent store to
  the callback pointer. This turned out to be suboptimal for the
  upcoming Rust integration and is obviously a silly implementation to
  begin with.

  This cleanup replaces the hrtimer_init(T); T-&gt;function = cb; sequence
  with hrtimer_setup(T, cb);

  The conversion was done with Coccinelle and a few manual fixups.

  Once the conversion has completely landed in mainline, hrtimer_init()
  will be removed and the hrtimer::function becomes a private member"

hrtimer_setup() takes the callback function pointer as argument and
initializes the timer completely.

Replace hrtimer_init() and the open coded initialization of
hrtimer::function with the new setup mechanism.

Most of this patch is generated by Coccinelle. Except for the TX thrtimer
in bcm_tx_setup() because this timer is not used and the callback function
is never set. For this particular case, set the callback to
hrtimer_dummy_timeout()

The sanity checks in hrtimer_update_function() are expensive for high
frequency usage like in the io/uring code due to locking.

Hide the sanity checks behind CONFIG_PROVE_LOCKING, which has a decent
chance to be enabled on a regular basis for testing.
