Pull networking updates from Jakub Kicinski:
 "One of the 'small improvements all over the place' releases for us.

  It's hard to draw any direct comparisons because summer vacations
  disrupted our patch processing (and presumably - generation) quite a
  bit.

  Quick and dirty count suggests we (Paolo and I) merged a very similar
  number of net (632) and net-next (648) patches. This is not telling
  the full story either because 1/3 to 1/2 of the net-next patches also
  *seem* like AI-driven low priority fixes, cleanups and clarifications.

  We are completely overwhelmed, of course. The glimmer of hope is that
  we secured sufficient LLM budget and access (thank you Meta!) to run
  reviews with multiple frontier models on each patch. This eliminates
  some hallucinations. That said, in terms of review, the LLMs can only
  do so much.

  The sad truth is that our APIs (especially for rare events like PCIe
  errors, timeouts etc) have always been racy, and now LLMs don't let us
  ignore that. I expect our direction for the next release will be to
  tweak the reviews a little bit more, but start shifting focus to
  letting the LLMs take care of the busy work - managing patchwork,
  automating common process complaints, editing commit messages, and
  maybe applying patches which already got "reviewed-by" tags from
  people we trust...

  Core &amp; protocols:

   - A few steps lowering rtnl_lock dependence:
      - per-netns netdev unregistration for select SW drivers (e.g.
        veth, ipvlan, tunnels)
      - rtnl_lock-less FIB rule changes (RTM_NEWRULE and RTM_DELRULE)
      - prepare software drivers and TC qdiscs for rtnl_lock-less GET

   - Support BIG TCP (&gt;64kB TSO) in UDP tunnels (vxlan, geneve)

   - Support buffers larger than PAGE_SIZE in devmem zero-copy API

   - Improve MPTCP handling of extreme memory pressure handling, when
     out-of-order queue had to be pruned

   - Report the per-group user count via RTM_GETMULTICAST

   - Add a SO_RIGHTS_NOTRUNC option to UNIX sockets to enable more
     useful handling of LSM denials when receiving SCM_RIGHTS messages:
     instead of truncating the message at the first blocked fd, keep
     every fd slot and store the LSM errno in the blocked slot

   - IPv6 Segment Routing - support looking up the post-encap SID
     (address) in a different/specified routing table

   - Support PRP RedBox (interlink) creation

<title>soc: fsl: guts: implement the RCW override procedure</title>

Add support for the RCW override procedure which enables runtime
reconfiguration of the protocol running on a SerDes lane. The procedure
is done through the DCFG DCSR space which now can be defined as the
second memory region of the guts DT node.
Support is added on the following SoCs: LS1046A, LS1088A, LS2088A.

The procedure is exported to the "client" driver - the Lynx10G SerDes
PHY driver - through the following functions:
- fsl_guts_lane_validate() used to validate that changing the protocol
  on a specific lane is supported.
- fsl_guts_lane_set_mode() which can be used to request the RCW
  procedure be executed for a specific lane.

Since the RCW override procedure is different depending on the SoC, the
private fsl_soc_data structure is updated with two new per SoC callbacks
(.serdes_get_rcw_override() and .serdes_init_rcwcr()) which get used
from the generic fsl_guts_lane_set_mode() function. These two callbacks
hide all the SoC specific register offsets, masks and values so that the
_set_mode() procedure is straightforward.

<title>net: enetc: improve MAFT entry management with bitmap tracking</title>

Replace the counter-based MAFT entry tracking (num_mfe/mac_filter_num)
with a bitmap (maft_eid_bitmap) stored in struct ntmp_user, which is a
more appropriate place for NTMP resource management.

The bitmap approach brings two improvements. First, the entry deletion
in enetc4_pf_clear_maft_entries() now checks the return value of
ntmp_maft_delete_entry() and only clears the corresponding bit on
success, keeping hardware and software state in sync. Previously, the
counter was reset unconditionally regardless of whether the hardware
deletion actually succeeded.

Second, entry allocation in enetc4_pf_add_maft_entries() uses
ntmp_lookup_free_eid() to find available IDs dynamically, with an
upfront capacity check via bitmap_weight() to avoid partial failures.

The MAFT entry count is moved into ntmp_user.maft_num_entries and
initialized once during enetc4_init_ntmp_user(). Helper functions
enetc4_ntmp_bitmap_init() and enetc4_ntmp_bitmap_free() manage the
bitmap lifetime. The debugfs show function is updated accordingly to
iterate over set bits under rtnl_lock().

&lt;linux/mod_devicetable.h&gt; is included in a many files:

	$ git grep '&lt;linux/mod_devicetable.h&gt;' ef0c9f75a195 | wc -l
	1598

; some of them are widely used headers. To stop mixing up different and
unrelated driver( type)s let the subsystem headers only use the subset
of the recently split &lt;linux/mod_devicetable.h&gt; that are relevant for
them.

The fallout (I hope) is addressed in the previous commits that handle
sources relying on e.g. &lt;linux/i2c.h&gt; pulling in the full legacy header
and thus providing pci_device_id.

Pull SoC driver updates from Arnd Bergmann:
 "There are a few added drivers, but mostly the normal maintenance to
  drivers for firmware, memory controller and other soc specific
  hardware:

   - The NXP QuickEngine gets modern MSI support, which allows some
     cleanups to the GICv3 irqchip chip driver

   - A new SoC specific driver for the Renesas R-Car MFIS unit is added,
     encapsulating support for the on-chip mailbox and hwspinlock
     implementations that are not easily separated into individual
     drivers

   - The Qualcomm SoC drivers add support for additional SoC
     implementations, and flexibility around power management for the
     serial-engine driver as well as probing the LLCC driver using
     custom hardware descriptions inside of the device itself.

   - Added support for the Samsung thermal management unit

   - A cleanup to the Tegra 'PMC' driver interfaces to remove legacy
     APIs and allow multiple PMC instances everywhere.

   - Updates to the TI SCI and KNAS drivers to improve suspend/resume
     support.

   - Minor driver changes for mediatek, xilinx, allwinner, aspeed,
     tegra, broadcom, amd, microchip and starfive specific drivers

   - Memory controller updates for Tegra and Renesas for additional SoC
     types and other improvements.

   - Firmware driver updates for Arm FF-A, SMCCC and SCMI interfaces, to
     update driver probing, object lifetimes and address minor bugs"

<title>net: dsa: netc: add VLAN filter table and egress treatment management</title>

Implement the DSA .port_vlan_add and .port_vlan_del operations to enable
VLAN-aware bridge offloading on the NETC switch.

VLAN membership is maintained in the VLAN Filter Table (VFT). Adding the
first port to a VLAN creates a new VFT entry with hardware MAC learning
and flood-on-miss forwarding; subsequent ports update the existing
entry's membership bitmap. Removing the last port deletes the entry.

Egress tagging is handled through the Egress Treatment Table (ETT). Each
VLAN is allocated a group of ETT entries, one per available port. Ports
are assigned a sequential ett_offset during initialisation, used to
address each port's entry within the group. Untagged ports configure the
ETT to strip the outer VLAN tag; tagged ports pass frames through
unmodified. Each ETT group is optionally paired with an Egress Counter
Table (ECT) group for per-port frame counting, allocated on a best-effort
basis. When the egress rule of an ETT entry changes, the counter of the
corresponding ECT entry will be recounted to track the number of frames
that match the new egress rule.

A software shadow list serialised by vft_lock tracks active VLAN state
across both port membership and egress tagging. VID 0 is used for single
port mode and is ignored by both callbacks.

NTMP index tables require software to allocate and manage entry IDs.
Add two bitmap helper functions to facilitate this management:

ntmp_lookup_free_eid(): finds the first zero bit in the given bitmap,
sets it to mark the entry as in-use, and returns the corresponding entry
ID. Returns NTMP_NULL_ENTRY_ID if no free entry is available.

ntmp_clear_eid_bitmap(): clears the bit associated with the given entry
ID in the bitmap to mark the entry as free. It is a no-op if the entry
ID is NTMP_NULL_ENTRY_ID.

Both functions are exported for use by other modules, such as the NETC
switch driver which needs to manage group index bitmaps for the Egress
Treatment Table (ETT) and Egress Count Table (ECT).

The Egress Treatment Table (ETT) and Egress Count Table (ECT) are both
index tables whose entry IDs are allocated by software. Every num_ports
entries form a group, where each entry in the group corresponds to one
port. To facilitate group allocation and management, initialize the group
index bitmaps for both tables based on hardware capabilities reported by
ETTCAPR and ECTCAPR registers.

The bitmap size per table is calculated as the total number of hardware
entries divided by the number of available ports, which gives the number
of groups available for software allocation. A set bit in the bitmap
represents a group index that has been allocated.

These bitmaps will be used by subsequent patches that add VLAN support.

<title>net: enetc: add "Update" operation to the egress count table</title>

The egress count table is a static bounded index table, egress related
statistics are maintained in this table. The table is implemented as a
linear array of entries accessed using an index (0, 1, 2, ..., n) that
uniquely identifies an entry within the array. Egress Counter Entry ID
(EC_EID) is used as an index to an entry in this table. The EC_EID is
specified in the egress treatment table.

Egress count table entries are always present and enabled. The table
only supports access via entry ID, which is assigned by the software.
And it supports Update, Query and Query followed by Update operations.
Currently, only Update operation is supported.
