As we do for CRTC color mgmt properties, use color_mgmt_changed flag to
track any value changes in the color pipeline of a given plane, so that
drivers can update color blocks as soon as plane color pipeline or
individual colorop values change. Since we're here, only announce and
track changes to plane COLOR_PIPELINE prop if its value is actually
changing.

We're adding a new enum COLOR PIPELINE property. This
property will have entries for each COLOR PIPELINE by
referencing the DRM object ID of the first drm_colorop
of the pipeline. 0 disables the entire COLOR PIPELINE.

Userspace can use this to discover the available color
pipelines, as well as set the desired one. The color
pipelines are programmed via properties on the actual
drm_colorop objects.

This patches introduces a new drm_colorop mode object. This
object represents color transformations and can be used to
define color pipelines.

We also introduce the drm_colorop_state here, as well as
various helpers and state tracking bits.

<title>drm: handle kernel fences in drm_gem_plane_helper_prepare_fb v2</title>

drm_gem_plane_helper_prepare_fb() was using
drm_atomic_set_fence_for_plane() which ignores all implicit fences when an
explicit fence is already set. That's rather unfortunate when the fb still
has a kernel fence we need to wait for to avoid presenting garbage on the
screen.

So instead update the fence in the plane state directly. While at it also
take care of all potential GEM objects and not just the first one.

Also remove the now unused drm_atomic_set_fence_for_plane() function, new
drivers should probably use the atomic helpers directly.

v2: improve kerneldoc, use local variable and num_planes, WARN_ON_ONCE
    on missing planes.

<title>drm: extract drm_atomic_uapi.c</title>

This leaves all the commit/check and state handling in drm_atomic.c,
while pulling all the uapi glue and the huge ioctl itself into a
seprate file.

This seems to almost perfectly split the rather big drm_atomic.c file
into 2 equal sizes.

Also adjust the kerneldoc and type a very terse overview text.

v2: Rebase.

v3: Fix tiny typo.

v4:
- Fixup armada, newly converted atomic driver hooray!
- Fixup msm/dpu1, newly added too.
