video: constify fb ops across all drivers

Now that the fbops member of struct fb_info is const, we can start making the ops const as well. This does not cover all drivers; some actually modify the fbops struct, for example to adjust for different configurations, and others do more involved things that I'd rather not touch in practically obsolete drivers. The cpufreq policy notifier's CPUFREQ_ADJUST notification is going to get removed soon. The notifier callback pxafb_freq_policy() isn't doing anything apart from printing a debug message on CPUFREQ_ADJUST notification. Optionally obtain a lcd-supply regulator during probe and use it in __pxafb_lcd_power() to switch the power supply of LCD panels.
