With the architectures currently in-tree, either:
  1) CBAUDEX is zero
  2) The earlier BOTHER if check covers cbaud &lt; 1 case
  3) All CBAUD bits are covered by the baud_table

Thus, the check for cbaud being out-of-range for CBAUDEX case cannot
ever be true.

The ktermios parameters can now be made const.

Function tty_termios_input_baud_rate() checks IBSHIFT &amp; CBAUD against B0
constant to determinate if input speed equals to output speed. So do same
B0 check also in tty_termios_encode_baud_rate() function to make these two
functions compatible.

Currently macro B0 is defined to 0 so there is no functional change.

This change just make code more explicit to show that Bnnn constants are
stored in CBAUD.

With W=1, the kernel-doc checker complains quite a lot in the tty layer.
Over the time, many documented parameters were renamed, removed or
switched from tty to tty_port and similar. Some were mistyped in the doc
too.

So fix all these in the tty core. (But do not add the missing ones which
the checker complains about too. Not now.) The rest in the tty layer
will follow in the next patches.
