soc: fsl: add DPAA2 console support

This patch adds DPAA2 MC and AIOP console log support. The platform driver probes on the "fsl,dpaa2-console" device tree node which describes the base firmware address needed in order to infer the start address of both firmware logs: MC and AIOP. Move the NXP DPIO (Datapath I/O Driver) out of the drivers/staging directory and into the drivers/soc/fsl directory. The DPIO driver enables access to Queue and Buffer Manager (QBMAN) hardware on NXP DPAA2 devices. This is a prerequisite to moving the DPAA2 Ethernet driver out of staging. The global utilities block controls power management, I/O device enabling, power-onreset(POR) configuration monitoring, alternate function selection for multiplexed signals,and clock control. This patch adds a driver to manage and access global utilities block. Initially only reading SVR and registering soc device are supported.
