Some transports like Glink support the state notifications between clients using flow control signals similar to serial protocol signals. Local glink client drivers can send and receive flow control status to glink clients running on remote processors. Add APIs to support sending and receiving of flow control status by rpmsg clients. rpmsg: Fix kfree() of static memory on setting driver_override

The driver_override field from platform driver should not be initialized from static memory (string literal) because the core later kfree() it, for example when driver_override is set via sysfs. Use dedicated helper to set driver_override properly. rpmsg: Update rpmsg_chrdev_register_device function

The rpmsg_chrdev driver has been replaced by the rpmsg_ctrl driver for the /dev/rpmsg_ctrlX devices management. The reference for the driver override is now the rpmsg_ctrl. Update the rpmsg_chrdev_register_device function to reflect the update, and rename the function to use the rpmsg_ctrldev prefix. The platform drivers are updated accordingly.
