Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

<title>PNP: Compile all pnp built-in stuff in one module namespace</title>

This is cleanup mostly, nothing urgent.
I came up with it when looking at dynamic debug which can
enable pr_debug messages at runtime or boot param
for a specific module.

Advantages:
  - Any pnp code can make use of the moduleparam.h interface, the modules
    will show up as pnp.param.
  - Passing pnp.ddebug as kernel boot param will enable all pnp debug messages
    with my previous patch and CONFIG_DYNAMIC_DEBUG enabled.

<title>PNP: remove old CONFIG_PNP_DEBUG option</title>

CONFIG_PNP_DEBUG is no longer used to turn on dev_dbg() in PNP,
since we have pnp_dbg() which can be enabled at boot-time, so
this patch removes the config option.

Note that pnp_dock_event() checks "#ifdef DEBUG".  But there's
never been a clear path for enabling that via configgery.  It
happened that CONFIG_PNP_DEBUG enabled it after 1bd17e63a068db6,
but that was accidental and only in 2.6.26.

Turn on -DDEBUG in CFLAGS when CONFIG_PNP_DEBUG=y.  This makes
dev_dbg() do what you expect.

<title>Linux-2.6.12-rc2</title>

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
