Commit 13a4b7fb6260 ("pmdomain: core: Leave powered-on genpds on until
late_initcall_sync") kept power-domains on longer during boot which is
causing some GPU related tests to fail on Tegra234. While this is being
investigated, add the flag GENPD_FLAG_NO_STAY_ON for Tegra devices to
restore the previous behaviour to fix this.

The xlate callbacks are supposed to translate of_phandle_args to proper
provider without modifying the of_phandle_args. Make the argument
pointer to const for code safety and readability.

It has been pointed out that naming a subsystem "genpd" isn't very
self-explanatory and the acronym itself that means Generic PM Domain, is
known only by a limited group of people.
In a way to improve the situation, let's rename the subsystem to pmdomain,
which ideally should indicate that this is about so called Power Domains or
"PM domains" as we often also use within the Linux Kernel terminology.
