Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

Lots of build errors for drivers/pinctrl/mediatek/pinctrl-moore.c when
CONFIG_OF is not enabled (but COMPILE_TEST is).

first this:

Removing the linux/gpio.h include means we no longer have a declaration
of gpiochip_lock_as_irq() when CONFIG_GPIOLIB is disabled:
