Use core driver model helper dev_err_probe() defined at
drivers/base/core.c in driver probe path to propagate errors.
standardize and improve the code of deferred probe error handling
using this helper for ingenic usb phy driver.

The DT of_device.h and of_platform.h date back to the separate
of_platform_bus_type before it as merged into the regular platform bus.
As part of that merge prepping Arm DT support 13 years ago, they
"temporarily" include each other. They also include platform_device.h
and of.h. As a result, there's a pretty much random mix of those include
files used throughout the tree. In order to detangle these headers and
replace the implicit includes with struct declarations, users need to
explicitly include the correct includes.

Currently drivers/phy/ingenic/Makefile adds phy-ingenic-usb to targets
not depending on actual Kconfig symbol CONFIG_PHY_INGENIC_USB, so this
driver always gets built[-in] on every system.
Add missing dependency.

The driver uses devm_ioremap_resource() which will not be built if
CONFIG_HAS_IOMEM is not selected, so add depends on it to fix the build
failure on few archs
