'struct mii_phy_def' are not modified in this driver.

Constifying these structures moves some data to a read-only section, so
increase overall security.

While at it fix the checkpatch warning related to this patch (some missing
newlines and spaces around *)

On a x86_64, with allmodconfig:

powerpc's &lt;asm/prom.h&gt; includes some headers that it doesn't
need itself.

In order to clean powerpc's &lt;asm/prom.h&gt; up in a further step,
first clean all files that include &lt;asm/prom.h&gt;

sungem_phy.c doesn't use any object provided by &lt;asm/prom.h&gt;.

But removing inclusion of &lt;asm/prom.h&gt; leads to the following
errors:

Add SPDX license identifiers to all files which:

 - Have no license information of any form

 - Have MODULE_LICENCE("GPL*") inside which was used in the initial
   scan/conversion to ignore the file

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

The object references of mii_phy_ops structures are only stored
in the ops field of a mii_phy_def structure. This ops field is of type
const. So, mii_phy_ops structures having similar properties can be
declared as const.
