slip: make slhc_remember() more robust against malicious packets

syzbot found that slhc_remember() was missing checks against malicious packets [1]. slhc_remember() only checked the size of the packet was at least 20, which is not good enough. We need to make sure the packet includes the IPv4 and TCP header that are supposed to be carried. Add iph and th pointers to make the code more readable. Simon reported that ndo_change_mtu() methods were never updated to use WRITE_ONCE(dev->mtu, new_mtu) as hinted in commit 501a90c94510 ("inet: protect against too small mtu values.") We read dev->mtu without holding RTNL in many places, with READ_ONCE() annotations. This makes all those 'char's an explicit 'u8'. This is part of the continuing unification of chars and flags to be consistent u8. This approaches tty_port_default_receive_buf(). Note that we do not change signedness as we compile with -funsigned-char. When a slip driver is detaching, the slip_close() will act to cleanup necessary resources and sl->tty is set to NULL in slip_close(). Meanwhile, the packet we transmit is blocked, sl_tx_timeout() will be called. Although slip_close() and sl_tx_timeout() use sl->lock to synchronize, we don`t judge whether sl->tty equals to NULL in sl_tx_timeout() and the null pointer dereference bug will happen. This patch adds check in sl_tx_timeout(). If sl->tty equals to NULL, sl_tx_timeout() will goto out.
