Since commit
  71ae2cb30531 ("net: plip: Fix fall-through warnings for Clang")

plip was not able to send any packets, this patch replaces one
unintended break; with fallthrough; which was originally missed by
commit 9525d69a3667 ("net: plip: mark expected switch fall-throughs").

I have verified with a real hardware PLIP connection that everything
works once again after applying this patch.

It is not allowed to call kfree_skb() or consume_skb() from
hardware interrupt context or with interrupts being disabled.
So replace kfree_skb/dev_kfree_skb() with dev_kfree_skb_irq()
and dev_consume_skb_irq() under spin_lock_irq().

Since commit
   baebdf48c3600 ("net: dev: Makes sure netif_rx() can be invoked in any context.")

the function netif_rx() can be used in preemptible/thread context as
well as in interrupt context.

Use netif_rx().

slip and plip both use a couple of SIOCDEVPRIVATE ioctl
commands that overload the ifreq layout in a way that is
incompatible with compat mode.

Convert to use ndo_siocdevprivate to allow passing the
data this way, but return an error in compat mode anyway
because the private structure is still incompatible.

This could be fixed as well to make compat work properly.

In preparation to enable -Wimplicit-fallthrough for Clang, fix multiple
warnings by explicitly adding multiple break statements instead of
letting the code fall through to the next case.

The method ndo_start_xmit() is defined as returning an 'netdev_tx_t',
which is a typedef for an enum type, but the implementation in this
driver returns an 'int'.

Fix this by returning 'netdev_tx_t' in this driver too.

Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.

This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.

There are a variety of indentation styles found.

  a) 4 spaces + '---help---'
  b) 7 spaces + '---help---'
  c) 8 spaces + '---help---'
  d) 1 space + 1 tab + '---help---'
  e) 1 tab + '---help---'    (correct indentation)
  f) 1 tab + 1 space + '---help---'
  g) 1 tab + 2 spaces + '---help---'

In order to convert all of them to 1 tab + 'help', I ran the
following commend:

  $ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'
