net: plip: don't call kfree_skb/dev_kfree_skb() under spin_lock_irq()

It is not allowed to call kfree_skb() or consume_skb() from hardware interrupt context or with interrupts being disabled. So replace kfree_skb/dev_kfree_skb() with dev_kfree_skb_irq() and dev_consume_skb_irq() under spin_lock_irq(). slip and plip both use a couple of SIOCDEVPRIVATE ioctl commands that overload the ifreq layout in a way that is incompatible with compat mode. Convert to use ndo_siocdevprivate to allow passing the data this way, but return an error in compat mode anyway because the private structure is still incompatible. ifa_list is protected by rcu, yet code doesn't reflect this. Add the __rcu annotations and fix up all places that are now reported by sparse.
