The Broadcom bcm54811 is hardware-strapped to select among RGMII and
GMII/MII/MII-Lite modes. However, the corresponding bit, RGMII Enable
in Miscellaneous Control Register must be also set to select desired
RGMII or MII(-lite)/GMII mode.

Reset the bit 12 in PHY's LRE Control register upon initialization.
According to the datasheet, this bit must be written to zero after
every device reset.

Broadcom PHYs featuring the BroadR-Reach two-wire link mode are usually
capable to operate in simplified MII mode, without TXER, RXER, CRS and
COL signals as defined for the MII. The absence of COL signal makes
half-duplex link modes impossible, however, the BroadR-Reach modes are
all full-duplex only.
Depending on the IC encapsulation, there exist MII-Lite-only PHYs such
as bcm54811 in MLP. The PHY itself is hardware-strapped to select among
multiple RGMII and MII-Lite modes, but the MII-Lite mode must be also
activated by software.

Add MII-Lite activation for bcm5481x PHYs.

'struct mdio_device_id' is not modified in these drivers.

Constifying these structures moves some data to a read-only section, so
increase overall security.

Implement single-pair BroadR-Reach modes on bcm5481x PHY by Broadcom.
Create set of functions alternative to IEEE 802.3 to handle
configuration of these modes on compatible Broadcom PHYs.
There is only subset of capabilities supported because of limited
collection of hardware available for the development.
For BroadR-Reach capable PHYs, the LRE (Long Reach Ethernet)
alternative register set is handled. Only bcm54811 PHY is verified,
for bcm54810, there is some support possible but untested. There
is no auto-negotiation of the link parameters (called LDS in the
Broadcom terminology, Long-Distance Signaling) for bcm54811.
It should be possible to enable LDS for bcm54810.

Some PHY driver might require additional regs call after
genphy_c37_read_status() is called.

Expand genphy_c37_read_status to provide a bool wheather the link has
changed or not to permit PHY driver to skip additional regs call if
nothing has changed.

Every user of genphy_c37_read_status() is updated with the new
additional bool.
