devlink: Move graceful period parameter to reporter ops

Move the default graceful period from a parameter to devlink_health_reporter_create() to a field in the devlink_health_reporter_ops structure. This change improves consistency, as the graceful period is inherently tied to the reporter's behavior and recovery policy. It simplifies the signature of devlink_health_reporter_create() and its internal helper functions. It also centralizes the reporter configuration at the ops structure, preparing the groundwork for a downstream patch that will introduce a devlink health reporter burst period attribute whose default value will similarly be provided by the driver via the ops structure. devlink: protect health reporter operation with instance lock

Similar to other devlink objects, protect the reporters list by devlink instance lock. Alongside add unlocked versions of health reporter create/destroy functions and use them in drivers on call paths where the instance lock is held. devlink: Delete not-used devlink APIs

Devlink core exported generously the functions calls that were used by netdevsim tests or not used at all. Delete such APIs with one exception - devlink_alloc_ns(). That function should be spared from deleting because it is a special form of devlink_alloc() needed for the netdevsim. devlink: Implicitly set auto recover flag when registering health reporter

When health reporter is registered to devlink, devlink will implicitly set auto recover if and only if the reporter has a recover method. No reason to explicitly get the auto recover flag from the driver. Remove this flag from all drivers that called devlink_health_reporter_create. All existing health reporters set auto recovery to true if they have a recover method. Yet, administrator can unset auto recover via netlink command as prior to this patch. vfnum buffer size and binary_len buffer size is received by user-space. So, this buffer size could be too large. If so, kmalloc will internally print a warning message.
