net: mdio: Add MDIO bus controller for Airoha AN7583

Airoha AN7583 SoC have 2 dedicated MDIO bus controller in the SCU register map. To driver register an MDIO controller based on the DT reg property and access the register by accessing the parent syscon. The MDIO bus logic is similar to the MT7530 internal MDIO bus but deviates of some setting and some HW bug. On Airoha AN7583 the MDIO clock is set to 25MHz by default and needs to be correctly setup to 2.5MHz to correctly work (by setting the divisor to 10x). There seems to be Hardware bug where AN7583_MII_RWDATA is not wiped in the context of unconnected PHY and the previous read value is returned. Example: (only one PHY on the BUS at 0x1f) - read at 0x1f report at 0x2 0x7500 - read at 0x0 report 0x7500 on every address To workaround this, we reset the Mdio BUS at every read to have consistent values on read operation. net: phy: make mdio consumer / device layer a separate module

After having factored out the provider part from mdio_bus.c, we can make the mdio consumer / device layer a separate module. This also allows to remove Kconfig symbol MDIO_DEVICE. The module init / exit functions from mdio_bus.c no longer have to be called from phy_device.c. The link order defined in drivers/net/phy/Makefile ensures that init / exit functions are called in the right order. net: phy: factor out provider part from mdio_bus.c

After 52358dd63e34 ("net: phy: remove function stubs") there's a problem if CONFIG_MDIO_BUS is set, but CONFIG_PHYLIB is not. mdiobus_scan() uses phylib functions like get_phy_device(). Bringing back the stub wouldn't make much sense, because it would allow to compile mdiobus_scan(), but the function would be unusable. The stub returned NULL, and we have the following in mdiobus_scan(): phydev = get_phy_device(bus, addr, c45); if (IS_ERR(phydev)) return phydev; So calling mdiobus_scan() w/o CONFIG_PHYLIB would cause a crash later in mdiobus_scan(). In general the PHYLIB functionality isn't optional here. Consequently, MDIO bus providers depend on PHYLIB. Therefore factor it out and build it together with the libphy core modules. In addition make all MDIO bus providers under /drivers/net/mdio depend on PHYLIB. Same applies to enetc MDIO bus provider. Note that PHYLIB selects MDIO_DEVRES, therefore we can omit this here. The newly added rtl9300 driver needs MDIO_DEVRES: x86_64-linux-ld: drivers/net/mdio/mdio-realtek-rtl9300.o: in function `rtl9300_mdiobus_probe': mdio-realtek-rtl9300.c:(.text+0x941): undefined reference to `devm_mdiobus_alloc_size' x86_64-linux-ld: mdio-realtek-rtl9300.c:(.text+0x9e2): undefined reference to `__devm_mdiobus_register' Since this is a hidden symbol, it needs to be selected by each user, rather than the usual 'depends on'. I see that there are a few other drivers that accidentally use 'depends on', so fix these as well for consistency and to avoid dependency loops. All callers of these functions depend on PHYLIB or select it directly or indirectly by selecting PHYLINK. Stubs make sense for optional functionality, but that's not the case here. MDIO_XGENE usually is selected by NET_XGENE which also selects PHYLIB. Add a dependency to PHYLIB nevertheless, in order not to break randconfig builds. net: mdio: Add RTL9300 MDIO driver

Add a driver for the MDIO controller on the RTL9300 family of Ethernet switches with integrated SoC. There are 4 physical SMI interfaces on the RTL9300 however access is done using the switch ports. The driver takes the MDIO bus hierarchy from the DTS and uses this to configure the switch ports so they are associated with the correct PHY. This mapping is also used when dealing with software requests from phylib. net: mdio: Introduce a regmap-based mdio driver

There exists several examples today of devices that embed an ethernet PHY or PCS directly inside an SoC. In this situation, either the device is controlled through a vendor-specific register set, or sometimes exposes the standard 802.3 registers that are typically accessed over MDIO. As phylib and phylink are designed to use mdiodevices, this driver allows creating a virtual MDIO bus, that translates mdiodev register accesses to regmap accesses. The reason we use regmap is because there are at least 3 such devices known today, 2 of them are Altera TSE PCS's, memory-mapped, exposed with a 4-byte stride in stmmac's dwmac-socfpga variant, and a 2-byte stride in altera-tse. A number of MDIO drivers make use of devm_mdiobus_alloc_size(). This is only available when CONFIG_MDIO_DEVRES is enabled. Add missing depends or selects, depending on if there are circular dependencies or not. This avoids linker errors, especially for randconfig builds.
