xirc2ps_cs: fix register access when enabling FullDuplex

The current code incorrectly passes (XIRCREG1_ECR | FullDuplex) as the register address to GetByte(), instead of fetching the register value and OR-ing it with FullDuplex. This results in an invalid register access. Fix it by reading XIRCREG1_ECR first, then or-ing with FullDuplex before writing it back. net: handle HAS_IOPORT dependencies

In a future patch HAS_IOPORT=n will disable inb()/outb() and friends at compile time. We thus need to add HAS_IOPORT as dependency for those drivers requiring them. For the DEFXX driver the use of I/O ports is optional and we only need to fence specific code paths. It also turns out that with HAS_IOPORT handled explicitly HAMRADIO does not need the !S390 dependency and successfully builds the bpqether driver. The variable okay is being initialized with a value that is never read, it is being re-assigned later on. The initialization is redundant and can be removed. Also clean up assignment to variable freespace using an assignment and mask operation. In xirc2ps_probe, the local->tx_timeout_task was bounded with xirc2ps_tx_timeout_task. When timeout occurs, it will call xirc_tx_timeout->schedule_work to start the work. When we call xirc2ps_detach to remove the driver, there may be a sequence as follows: Stop responding to timeout tasks and complete scheduled tasks before cleanup in xirc2ps_detach, which will fix the problem. This big patch sprinkles const on local variables and function arguments which may refer to netdev->dev_addr. Commit 406f42fa0d3c ("net-next: When a bond have a massive amount of VLANs...") introduced a rbtree for faster Ethernet address look up. To maintain netdev->dev_addr in this tree we need to make all the writes to it got through appropriate helpers. Some of the changes here are not strictly required - const is sometimes cast off but pointer is not used for writing. It seems like it's still better to add the const in case the code changes later or relevant -W flags get enabled for the build. No functional changes. dev_ioctl: split out ndo_eth_ioctl

Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP. Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands. This is a purely cosmetic change intended to help readers find their way through the implementation.
